The Union Budget of 1973-74 is referred to as "_____ ______" as there was a deficit of 550 crore INR. While presenting the budget, the then Finance Minister Yashwantrao Chavan said that "a deficit of this order was inescapable due to the difficult situation caused by drought and resultant shortfall in food grains".
